This course offers a comparative analysis of AI regulatory approaches in the European Union, China, and the United States. As AI emerges as a powerful yet risky dual-use technology, each region responds based on its unique cultural, political, and economic context. The course examines how different frameworks balance safety and innovation, as well as cooperation and competition. Special attention is given to the U.S. landscape, including federal efforts and California’s proposed Senate Bill 1047. Ultimately, the course explores how these varied approaches shape each other and influence the global future of AI regulation.
