This course explores the European Union’s regulatory impact on artificial intelligence (AI), focusing on the proposed AI Act. It examines how the Act may generate a “Brussels Effect” by influencing global standards, while also highlighting its limitations — particularly in safeguarding fundamental rights. These shortcomings may undermine the EU’s broader ambition to export its values through AI governance. The course also considers the implications of this approach for other regulatory efforts, such as the Council of Europe’s proposed AI convention.
